Oxnard has started development of the 704-acre
master planned community, RiverPark, which will consist of 2,500 homes and
800,000 square feet of retail and commercial space complete with a 300-room hotel and convention center. The project is expected to take fewer than eight years to complete. 2006 The first home will be sold.
"RiverPark's most costly and unusual accommodation is its agreement with the Rio School District. Educators were concerned that the project's 1,900 school-age children would jam already crowded campuses in nearby neighborhoods of unincorporated El Rio.
So instead of donating land or paying for one-third to one-half of the construction costs, as developers typically do, RiverPark investors agreed to immediately build and equip three campuses, and set aside 37 acres for them.
After turning over the keys to 538-student RiverPark East Elementary next September(05), RiverPark has committed to delivering an intermediate school in 2006 and another elementary in 2007, school officials said."

RiverPark East Elementary School has 44,500 square feet in four single-story classroom pods and administrative buildings. It will house 538 students on a nearly ten-acre site on the north side of Vineyard just west of Simon Way. Project completion is scheduled for Summer 2005.

Beginning in 1996, RiverPark commenced securing, financing, and acquiring 30 parcels of land to assemble a 701-acre master-planned community. In 2000 a Working Group with ten sub-committees was formed. The Group consisted of over 200 team members representing over 40 private/public entities.
Within a 36 month period the group completed the first major phase of an eight to ten year multi-phase development. The group and committees met monthly to review completed objectives and to coordinate remaining issues to be resolved. This initial phase included acquiring over thirty parcels of land, negotiating and executing over 15 development-related agreements such as an Owner Participation Agreement to facilitate land acquisitions and financing and obtaining all entitlements such as zoning, general and specific plan amendments, EIR certification and the initial tentative map.
The City benefited when the former Town Center development Community Facilities District (CFD) sold RiverPark 181 acres the City had acquired when 13 million in bonds had defaulted, payment of delinquent property taxes, principal and interest and the refinancing of $2 million of bonds with a high loan to value ratio. The site consists of proposed commercial, office, residential, institutional, public facilities and open space land uses to replace and expand the Oxnard Town Center Specific Plan area.
